1. Proposal Funds cannot be transferred back to the community as a kickback, rebate, or donation. Proposals including that language will be deleted or edited to remove that language.
  2. Proposals are to be created by the person or entity that has the capability and access to complete the activity, or has the means to coordinate and pay others to complete it. Proposals will be removed that don't meet this requirement.
